Organizations and programs within them, are part of an integrated whole which entails cross-functional involvement and contribution as well. The success or failure of any initiative depends on the concerted and value-added contributions from numerous groups, all of which have a stake in the success of both the program as well as the overall organization. This is part of the reason that both definition and assessment of programs needs to involve multiple groups and stakeholders.
